The Pittsburgh Water and Sewer Authority pledged Thursday to consider an assistance program for low-income customers, along with a moratorium on water service shutoffs.

“I think the customer assistance program is especially important given any potential rate increase that may be facing the authority and the residents,” Ms. Lestitian said. “And so if we can get that into place before the rate increase, I think that’s the responsible thing for us to do.”
